My external fan for my labtop cant be detected. Is there a way to find it? Or change the speed?

My targus chill mat is usb but when i plug it in it wont detect it... Is there a way to increase the power to the usb port and change the fan speed or find a program that will? Or find drivers for it and if so how do idetect the hardware.
