Only sega fans answer?

Instead of making sega cd and 32 x and saturn. what if sega had only released the sega neptune to compete with playstaton and n64. it would play 32x games but since that system never came out they would be called neptune games and it would have the backwards compatibility with genesis games. sure it wouldnt have been the best hardware but its always software over hardware right? they could have made sonic 4 on it and maybe a ristar 2 and made great sega games for it. properly continuing series like phantasy star and golden axe or shinobi. who thinks that would have been a better move than what they did?
